Before the first public release, add their verbatim texts under `LICENSES/`, as the REUSE specification describes; `reuse download --all` fetches them.
The license of the tools is an open decision of the design (Apache-2.0 or Prosperity 3.0.0); Apache-2.0 is used here because the tools exist only to check the formats.
The formats are open so that anyone may implement them, in any product, without asking.
All text in the fixtures is synthetic, written for them.
License fields inside fixtures describe fictional works, not the fixtures.
